POSITION FUNCTION:
Perform functions that support the Victoria Police Department’s compliance with the access to information provisions of the Freedom of Information and Protection of Privacy Act (FIPPA) by responding to requests for police information.
KEY DUTIES:
Process Court Orders and Summons by providing research, documentation, file verification and recommendations for signature of the Privacy Manager within statutory timelines.
Receive, prioritize and research records, including information of a sensitive and confidential nature, from various sections within the Department in response to requests from various government agencies, police agencies, private businesses and the public.
Communicate with and advise requesters on the proper procedures and authorities required to obtain police records.
Process informal information requests by reviewing and providing records in accordance with FIPPA as well as other applicable legislation such as the Youth Criminal Justice Act , Motor Vehicle Act and information sharing protocols and prepare the appropriate response.
Analyze simpler and less sensitive formal access requests that require a more basic degree of analysis and discretion under FIPPA to determine whether information will be withheld or disclosed. Prepare records for disclosure (severing – line by line electronic review of the records) and prepare the appropriate response referencing applicable statutory law.
Perform Canadian Police Information Centre (CPIC) and Police Records Management queries in response to child protection investigations by the Ministry of Children and Family Development, other national police and government agencies.
Research and process requests for digital video recordings for investigational, Court Orders or crown counsel disclosure purposes.
Advise police members and support staff regarding the general requirements of FIPPA.
Draft a variety of letters, memos, reports and forms. Sort, print and file documents related to the processing of information access requests. Enter and maintain a variety of manual and computerized records relating to the tracking of information requests. Invoice public agencies as to the set fees pertaining to their request.
Maintain and update the FOI (Freedom of Information) manual providing step-by-step guidance for handling all kinds of information requests by the Information and Privacy section.
Perform related duties where required and qualified.
INDEPENDENCE:
Work is generated by external requests for information and is reviewed upon completion.
Issues such as release of sensitive information and policy issues are referred to the Privacy Manager.

KEY SKILLS AND ABILITIES:

QUALIFICATIONS:
Formal Education, Training and Occupational Certification:
Currently enrolled in or completed certification in a recognized Information and Privacy Program.
Experience:
Minimum 2 years of recent experience in a policing environment and 3 years’ experience interpreting and applying legislation, preferably working with FIPPA including direct experience processing access requests or an equivalent combination of education and experience.
