Risk Analysis and Mitigation Specialist Location Burnaby, BC :

We are seeking a highly skilled Risk Analysis and Mitigation Specialist to support the identification, evaluation, and mitigation of technical, operational, and safety risks across its infrastructure projects. The ideal candidate will have experience with hazard and operability studies, failure analysis, and public safety risk assessments, particularly for water, wastewater, and dam-related infrastructure.

Key Responsibilities:

  • Conduct technical and operational risk assessments using methodologies such as:
  • HAZOP (Hazard and Operability Study)
  • CHAZOP (Control HAZOP)
  • FMEA (Failure Mode and Effects Analysis)
  • FTA (Fault Tree Analysis)
  • PFMEA (Probable Failure Modes and Effects Analysis)
  • Develop comprehensive risk mitigation plans and recommend design or operational improvements.
  • Perform vulnerability and threat assessments for infrastructure systems
  • Conduct Public Safety Risk Assessments (PSRA) for dams and other water-retaining structures following Canadian Dam Association (CDA) and BC Dam Safety Office guidelines.
  • Support the development and review of Emergency Response Plans , including dam failure response and critical incident planning.
  • Act as a Subject Matter Expert and provide guidance to internal teams on risk-related decisions and planning processes.
  • Prepare technical reports, risk registers, and presentations for internal and external stakeholders.
  • Maintain records of all risk evaluations and contribute to ongoing improvements in safety and reliability programs.

Required Qualifications & Experience:

  • Bachelor's degree in Engineering (Civil, Mechanical, Electrical) or a related discipline.
  • 7+ years of relevant experience in risk analysis, systems safety, or infrastructure project assessments.
  • Demonstrated expertise in applying HAZOP, FMEA, FTA, PFMEA , and similar methodologies.
  • Strong understanding of Canadian risk management standards , CDA guidelines, and municipal infrastructure systems.
  • Proven experience preparing risk reports and leading risk-based workshops or technical reviews.
  • Ability to work independently and within multidisciplinary teams.
  • Proficiency in risk management software or modeling tools is an asset.

Preferred:

  • Professional Engineer (P.Eng.) designation in British Columbia.
  • Experience in dam safety, emergency preparedness, and infrastructure resilience planning.
  • Experience working with municipalities or public utilities.
