Main Purpose of Job:
We are recruiting a Senior Policy Officer – Climate and Environment to work within a team focused on sharing UK climate, energy and environment policy experience in Japan and building UK-Japan collaboration and partnership.
This role will require working as part of a team, leading on promotion of UK climate and environment policy, and engaging with stakeholders in Japan on climate and environment. The jobholder will be expected to develop understanding and expertise on UK and Japan climate and environment policy and work without close supervision. The jobholder will propose and lead activity and courses of action on climate and environment policy engagement and get involved in wider tasks and energy-related topics when needed including covering for energy-focused staff during absences.
The job holder will develop understanding on Japanese climate and environment policy, reporting key updates internally, and suggest opportunities for engagement and collaboration. The jobholder will prioritise their personal workload working in a strategic manner to deliver objectives which stem from UK Government priorities.
The jobholder will plan out activities and engagement to share with and learn from Japan and build partnerships. Such activity will often be strategically planned around key climate and environment related multilateral summits.
The role will require flexibility to respond to changing objectives and priorities. The areas of focus described here are subject to change as UK policy focus and objectives change.

What the Jobholder will be Expected to Achieve:
・Climate and environment policy reporting (25%):
Follow updates on Japanese climate and environment policy and report to internal embassy stakeholders and colleagues based in the UK. Undertake desk research and meetings to add expertise and quality to reporting. Develop understanding of UK interests and include analysis in reporting accordingly.
・UK policy promotion (25%):
Plan activities, meetings and engagement to promote UK climate and environment policy and build partnership with Japan in this area. This will also include planning and delivering climate and environment-related communication related activities.
・Planning and delivering activity to move forward objectives (20%):
Arrange visits, events and bespoke activity to deliver objectives including identifying visitors/stakeholders, working with others to secure funding, and working as part of a team to plan and lead activity.
・Strategic relationship management (15%):
Work with colleagues to build a network of climate and environment-related contacts in the UK, Japan and more broadly. Build relationships with contacts and suggest meetings for senior staff to help build knowledge and UK-Japan partnership.
・Briefing (10%):
Use expertise and knowledge to recommend and draft content appropriate for different audiences including strategic briefings for senior colleagues (such as the Ambassador) and ministers. Prepare reports on meetings including strategic analysis. Prepare strategic comms material and presentation material for representation externally.
・Corporate and crisis (5%):
Deliver corporate activities and take on a corporate role to support the wider work of the Japan Network (British Embassy Tokyo and British Consulate General Osaka). Actively participate in crisis planning and training as part of crisis role and team.

Essential qualifications, skills and experience
・Knowledge or demonstratable interest in climate and environment policy proven through qualifications or previous work experience
・Team player with an ability to work with others and flex priorities and workload in line with the needs of the team and demands at the time
・Excellent communication and engagement skills. Ability to write clearly and professionally in English
・Able to deal with high volumes of information from multiple sources and understand English language text easily
・Able to summarise broad and complex information for a busy and non-specialist audience whilst able to grasp technical concepts quickly
・Ability to engage external stakeholders
・Strong skills in Word, Outlook, PowerPoint, MS Teams
Desirable qualifications, skills and experience
・Previous experience working on climate or environment policy ideally within government, as a researcher, policy maker or at a non-government organisation
・Understanding of climate and environment negotiation related terms
