Position Overview

Supervision of Health Information Services (HIS) staff who perform the following functions:

  • Patient registration.
  • Coding and abstracting of data.
  • Release of Personal Health Information (PHI) in accordance with the Personal Health Information Act of Manitoba (PHIA), and the Mental Health Act.
  • Health records processing.
  • Medical transcription.
  • Telephone and information services.

The incumbent also represents the hospital and department on site, regional and provincial committees, working groups and project teams which have a focus on standardization, best practice, data collection and quality improvement.

Experience

  • 2 years recent supervisory experience in a Health Information Services department.
  • 3 years recent experience coding and abstracting health records using ICD10CA/CCI in the Health Information Services department of a hospital preferred.
  • 2 years direct experience in patient registration preferred.
  • Demonstrated knowledge of the operation of telecommunication equipment.
  • A thorough understanding of client registry and registration functions and their inter-relationship and integration with other Health Information Services functions; e.g. medical transcription, health record management, coding/abstracting and data management.
  • Demonstrated experience with an automated admission/discharge/transfer (ADT) application including knowledge and experience with software messaging standards.
  • Experience in interpretation and application of relevant privacy and related legislation; e.g. Personal Health Information Act, Mental Health Act, FIPPA, Fatality Inquiries Act, Vital Statistics Act.

Education (Degree/Diploma/Certificate)

  • Grade 12 diploma.
  • Diploma or degree in Health Information Management from an accredited college or university program required.
  • Diploma or certificate in Healthcare Administration or Health Services Management from a recognized post-secondary educational institution.

Certification/Licensure/Registration

  • Active certification in the Canadian Health Information Management Association (CHIMA)/American Health Information Management Association (AHIMA) required.

Qualifications and Skills

  • A thorough understanding of the inter-relationship and integration between various data repositories.
  • Demonstrated knowledge of CIHI databases (DAD, NRS, NACRS) and requirements for reporting of information to Manitoba Health and CIHI.
  • Working knowledge of automated regional health information systems & standards for the collection, storage, use, reporting and transmission of personal health information such as:
    • Electronic Patient Record (EPR) modules for Admission-Discharge-Transfer (ADT EPR), Clinical EPR, and Emergency Department Information System (EDIS EPR).
    • Radiology Information System (RIS).
    • Abstracting System (Med2020 software for acute care, rehabilitation and emergency reporting).
    • Chart tracking system (3MHIS).
    • Provincial Dictation and Transcription (PDAT) System & auto-faxing applications.
    • Off-site records storage inventory management and reporting software.
    • Demonstrated ability to effectively schedule, supervise, direct, motivate and evaluate staff.
    • Excellent organizational, time management, conflict resolution and problem-solving skills.
    • Ability to make independent decisions within scope of practice and role.
    • Demonstrated team building and coaching skills.
    • Effective, courteous and respectful interpersonal communication and public relation skills.
    • Ability to communicate effectively both verbally and in writing.
