Job Description

Position Summary:

The U.S. Trade Compliance Consultant is responsible for implementing and managing the trade compliance strategy for the U.S. import and export trade compliance programs. This position will ensure compliance with all applicable laws, regulations, and company policies with Customs and FDA while managing the expeditious flow of international trade. This individual partners with the manufacturing plant and regional trade compliance counterparts for the Client's global footprints.

This is a highly cross-functional and collaborative role with significant interaction with Customers, Customer Care, Planning, Procurement, IT, Plant Operations, Vendors, Product Development, and Strategic 3PL Partners to ensure compliance with import and export control laws and monitoring of internal controls.

Essential Duties & Responsibilities

  • Responsible for U.S. and Canada import/export functions, including trade and cargo security and regulatory compliance with Customs authorities and collaborating with other regional trade compliance counterparts in EMEA, Latin America, and Asia-Pacific.
  • Provide guidance to team members in their day-to-day compliance matters, including documentation, customer and transaction screening, export control classification number (ECCN)/dual use classification, HTS classification, country of origin, Customs valuation, end-use/user restrictions, sanctions, export license determinations, and license applications, customs evaluation, customs, and FDA entry support, and entry reconciliations.
  • Review trade activities and recognize potential duty-saving opportunity analysis, including managing Free Trade Agreement (FTA), FTZ, and duty deferral program (TIB/IFE, and Ch. 98, etc.)
  • Monitor updates on import and export laws and regulations. Assess the impact on the company and its subsidiary systems and processes. Propose modifications to processes and procedures as necessary to ensure compliance.
  • Manage Customs Brokerage processes. Manage broker relationships. Conduct pre and post entry compliance reviews and continuous improvement feedback loops with brokers. Manage recordkeeping program.
  • Maintain trade key performance indicators (KPIs).
  • Review, maintain, and support Trade Compliance procedures and provide training and bring awareness to the Client's organization.
  • Ensure data integrity related to tariff classification, country of origin, and value information declared to Customs authorities.
  • Monitor all government requests and report to appropriate leadership in a timely manner.
  • Conduct internal trade compliance risk assessments and report findings to appropriate leadership.
  • Act as a subject matter expert on global import/export.

Knowledge & Skills

  • Demonstrates comprehensive knowledge and has a proven record of success performing in a roll that manages Customs and FDA import requirements, Export Administration Regulations (EAR), Customs and Border Protection (CBP) procedures, and International Traffic In-Arms Regulations (ITAR), as well as associated documentary requirements.
  • Demonstrated ability to influence management across the business to gain alignment on procurement strategies that will drive productivity and service goals.
  • Demonstrated ability to develop strategies and tactics, budgets, and conduct financial cost-benefit analysis.
  • Excellent written and verbal communication skills, including negotiation and presentation skills. Communicates effectively and interacts professionally with customers, co-workers and management.

Minimum Qualifications, Education & Experience

  • Must be at least 18 years of age
  • Bachelor's degree in related field from an accredited college or university is required; master's degree preferred
  • Minimum of 8 years import, export, and customs experience required; experience in the medical device or pharmaceutical industries preferred
  • Extensive knowledge of international trade and US custom issues, such as Harmonized Tariff Classification System (HTS), customs valuation, preferential trade agreements, and Rules for Country of Origin required
  • Knowledge of MS Office applications (Excel, PowerPoint, Word) required
  • Lean Six Sigma and/or APICS certification preferred
  • Oracle ERP/GTM experience preferred
  • Licensed U.S. Customs broker and/or Certified Customs Specialist (CCS) certification preferred

  • This is largely a sedentary role
  • This job operates in a professional office environment and routinely uses standard office equipment
  • Typically requires travel less than 5% of the time"
